Foreigners are the long-term force of construction sites! FY2025 Construction Field Specified Skilled Worker System Briefing Session (Online)

The construction industry, where the shortage of human resources continues to worsen, take advantage of the Specified Skilled Worker system!

"There's work, but not enough people," "Young people aren't joining," "Veterans keep retiring"... The construction industry is facing a serious shortage of human resources.

A "Specified Skills" is a residence status to accept ready-to-work foreigners in certain industrial sectors that are facing severe labor shortages. The construction sector is also subject to this. Six years have passed since the establishment of the system, and many construction companies are using Specified Skilled Worker.

However, many people say that the system is complicated and I don't know where to start. Therefore, at this briefing session, we will explain in an easy-to-understand and detailed manner from the basics of the Specified Skilled Worker system to the specific flow and precautions from acceptance.

In addition, in the construction field, it is required to join the "the company which carry out the business of hiring specified skilled workers". At the briefing session, we will introduce the reasons, how to join, and what JAC does.

Specified Skilled Worker Outline of the system (construction field)

Based on the current situation of Technical Intern Training students who are active in the construction industry and the future trend in the number of construction technicians, we will introduce the latest status of acceptance of foreign human resources. In addition, we will explain the outline of the "Specified Skilled Worker system" with examples such as precautions and benefits when utilizing foreign human resources.

Procedures for accepting Specified Skilled Worker

Specified Skills in the construction sector has unique requirements that are not found in other fields. Host companies must certify their acceptance plan that meets requirements such as joining JAC, enrolling in Construction Career Up System, and adopting a monthly salary system. We will explain in an easy-to-understand manner the points when creating this acceptance plan and the outline of JAC's business with examples.

Establishment of Employment for Skill Development Program, etc.

A new type of residence status called "development employment" has been established with the aim of developing and securing human resources through employment. We will provide you with the latest information on evaluation methods for human resource development, transfers, etc.

I am Sanno, Director of Public Relations at JAC, and I will be presenting at the briefing.

Needless to say, the construction industry is an industry that depends on people. As the construction workforce ages, I personally feel strongly about the struggles faced by those in the industry who are facing the major challenge of securing and developing the human resources that will lead the industry into the future.

The Specified Skilled Worker system is one option to overcome this challenge together towards a sustainable construction industry. However, it is essential not only to "know" about the system, but also to "make use of it" in the field.

At this briefing, I will utilize my many years of experience in construction industry administration to explain the current situation and the purpose of our efforts, as well as to help resolve any specific questions or issues that those on the ground may have.

In 1991, he joined the Construction Industry Division of the Ministry of Construction. He has served as the Construction Industry Division of the Kyushu Regional Development Bureau and the Regional Development Bureau, and the Assistant Director of the Construction Industry Division of the Ministry of Land, Infrastructure, Transport and Tourism, a planning specialist, and the director of the Construction Industry Fair Trade Promotion Guidance Office. After more than 13 years of experience in construction industry administration, he was appointed as the head of the public relations department of (one company) Japan Association for Construction Human Resources from July 2025.
