On December 14, 2018, a new status of residence, “specified skilled worker”, was established following the promulgation of the Act for Partial Amendment of the Immigration Control and Refugee Recognition Act and the Act for Establishment of the Ministry of Justice (Act No. 102 of 2018). As a result, non-Japanese workers are now allowed to work in the construction industry, which is facing serious labor shortages.
Following the establishment of this program, workers can now continue working for a total of five years after completing Technical Intern Training (ii), etc. It is also possible to bring a person who returned to their home country after completing technical intern training, back to Japan and to hire him or her directly.
JAC promotes the proper and smooth hiring of non-Japanese
specified skilled workers in the construction industry.

About the specified skilled worker program to hire non-Japanese workers in the construction industry
What is the construction industry’s specified skilled worker program?

We want to hire non-Japanese
workers to cover labor shortages
In order to hire specified skilled workers, a construction company must be a regular member or a supporting member of the Japan Association for Construction Human Resources (JAC), the organization responsible for operating the specified skilled worker program for non-Japanese workers.

We want our technical intern
trainees to stay longer
The specified skilled worker program is not an extension of technical intern training, but a program to hire non-Japanese human resources as part of the necessary labor force in Japan. All companies that hire specified skilled workers must have a proper understanding of the framework and programs unique to the construction industry before hiring specified skilled workers.
