04. Route to become specified skilled workers (those with experience in technical internships, etc.)
(2) Route 2: For foreigners with technical internship experience (exempt from examination)

Foreigners who have successfully completed Technical Intern Training (ii) are exempt from skills evaluation exam and Japanese language test. Therefore, it is possible to become Specified Skilled Worker (i) without taking the test.
Foreigners who have completed Technical Intern Training No. 3 are presumed to have also successfully completed Technical Intern Training (ii), so they are exempt from taking the exam and can become Specified Skilled Worker (i).
In addition, foreign construction workers who are working with a "designated activities" status of residence (Ministry of Land, Infrastructure, Transport and Tourism's Foreign Construction Worker Acceptance Program) are presumed to have successfully completed Technical Intern Training (ii), so they can change their status of residence from "designated activities" to "Specified Skilled Worker (i)" without taking the exam.
Foreign nationals who are exempt from the aforementioned test will be granted the "Specified Skilled Worker (i)" residence status after entering into a Specified Skills employment contract with a construction company wishing to employ them and going through certain procedures described below.
Please refer to Appendix 6-1 of the Operational Guidelines for the correspondence between work categories and the exams that must be passed, as well as the correspondence between completed technical intern training, etc.
What does it mean to "satisfactorily complete" Technical Intern Training (ii)?
To "satisfactorily complete" Technical Intern Training (ii) means to have completed the technical intern training for more than two years and ten months and to meet one of the following requirements:
- A. Pass the practical examination for the Skill Test Level 3 or the Skill Internship Evaluation Test (Specialist Level).
- A. Although the trainee has not passed the practical examination of the Skill Test Level 3 or the Technical Intern Training Evaluation Test (Specialized Level), he/she is recognized as having “satisfactorily completed” Technical Intern Training (ii) based on an evaluation report prepared by the training provider that describes the trainee’s attendance during the training, the progress of acquisition of skills, and lifestyle, etc.

If a construction company intending to accept Specified Skilled Worker (i) is the training implementer that accepted the foreign national as a technical intern trainee (including cases where the foreign national enters into a Specified Skills employment contract with the same training implementer after completing Technical Intern Training (ii) and returning to his/her home country), and has not received an "improvement order" under the Technical Intern Training Act (including "improvement guidance" under the old system before the enforcement of the Technical Intern Training Act) within the past year, the company may omit to submit a copy of the pass certificate the practical examination for the Grade 3 Trade Skills Test or the Technical Intern Training Evaluation Examination (Specialized Level) and the evaluation report.
