02. What does it mean to become a JAC member?
1. Belonging to the company which carry out the business of hiring specified skilled workers
(1) Joining Japan Association for Construction Human Resources
Based on the "Policy on the Operation of the System Related to the Status of Residence of Specified Skills Workers (Cabinet Decision of December 25, 2018)," accepting companies are required to join, either indirectly or directly, the Japan Japan Association for Construction Human Resources (hereinafter referred to as "JAC" in this chapter), which is the company which carry out the business of hiring specified skilled workers accept foreign workers with specified skills (registered by the Minister of Land, Infrastructure, Transport and Tourism on April 1, 2019).
1) Indirectly joining JAC
As of April 1, 2025, JAC is made up of 55 full member construction trade associations.
If the receiving company is a member of a construction industry association that is a regular member of JAC, it is considered to be an indirect member of JAC, so it does not need to join JAC directly. In this case, JAC will not charge annual membership fees from the receiving company. However, it is necessary to follow the rules regarding membership fees, etc. set by the construction industry association to which the receiving company belongs.
In addition, construction industry associations that are full members of JAC are national organizations, and in most cases, these associations have branches in each region. Even if you belong to a regional branch, you are considered to be an indirect member of JAC*, so you do not need to join JAC directly.
If you wish to join a construction trade association that is a full member of JAC, please contact the organization directly.
*If you belong to a local chapter or depending on your membership type, you may not be considered an indirect member of JAC. (This depends on the internal rules of each organization.)
2) Joining JAC directly
We understand that for various reasons, some host companies may not become members of a construction trade association that is a full member of JAC.
In that case, you will need to join JAC directly and become a supporting member. To join JAC as a supporting member, please follow the application process here. In addition to submitting documents such as a certificate of all historical matters and a seal certificate, you will also need to pay an annual membership fee of 240,000 yen and receive approval from the JAC board of directors.
(2) Obtaining a membership certificate
After joining JAC directly or indirectly, you will need to obtain a membership certificate to prove your membership. This membership certificate is required when applying for certification of your construction Specified Skills acceptance plan to the Minister of Land, Infrastructure, Transport and Tourism.
1) If you joined JAC indirectly (if you are a member company of a regular member organization)
If the receiving company is a member of a construction trade association that is a regular member of JAC, please apply for a membership certificate from the said association. For details, please directly contact the construction trade association that is a regular member of JAC to which you belong.
2) If you join JAC directly (if you are a JAC supporting member company)
If the receiving company joins JAC directly as an associate member, a membership certificate will be issued when the membership is approved.
