In Chapter 1, 04. Route to becoming specified skilled workers (those with experience in technical intern training, etc.), the following was explained.
Foreigners who have successfully completed Technical Intern Training (ii) are exempt from skills evaluation exam and Japanese language test. Therefore, it is possible to become Specified Skilled Worker (i) without taking the test.
Foreigners who have completed Technical Intern Training No. 3 are presumed to have also successfully completed Technical Intern Training (ii), so they are exempt from taking the exam and can become Specified Skilled Worker (i).
In addition, foreign construction workers who are working under the "Designated Activities" residence status (Ministry of Land, Infrastructure, Transport and Tourism's Foreign Construction Worker Acceptance Program) can change their status of residence from "Designated Activities" to "Specified Skilled Worker (i)" without taking the exam, assuming they have successfully completed Technical Intern Training (ii).
The "Operational Guidelines for the Acceptance of specified skilled workers in Specific Fields - Standards for the Construction Field"Appendix 6-2 to Appendix 6-7 define the work content for each work category.
It is possible to have them engage in work other than the job type they have experienced during their technical internship, etc., as long as the work falls within the applicable work category. However, it is necessary to provide them with sufficient training and various types of training, including Safety and Health Education (※).
In addition, since it is necessary to give a raise so that the remuneration is equal to or higher than that of Japanese people with similar skills for the job type and work performed, it is necessary to either conclude a new employment contract or enter into a contract to change the basic wage, and then submit a notification of the change in basic salary on the Foreign Work Management System.
*This refers to training provided by the accepting company and education required by the Occupational Safety and Health Act.
