Please tell me how to become a member of the company which carry out the business of hiring specified skilled workers

The accepting company is required to join, either indirectly or directly, Japan Association for Construction Human Resources which is the company which carry out the business of hiring specified skilled workers.


If the receiving company is a member of a construction trade association that is a full member of JAC, it will be considered to be an indirect member of JAC; it does not need to be a direct member of JAC.


On the other hand, we understand that there are cases where, for various reasons, a receiving company does not become a member of a construction industry association that is a regular member of JAC. In that case, it is necessary for the receiving company to join JAC directly and become a supporting member of JAC.

I am a JAC supporting member, but my registered information has changed. What should I do?

Please submit the changes using the "Member Information Change Form." If you would like to change information that cannot be entered in the form, please contact us using the "Contact Us Form." Please also update your registration information in the "Foreigner Employment Management System."

I am a supporting member of JAC. What should I do if I want to cancel my membership?

Please apply through the "Application for Cancellation of Supporting Membership" page.

Companies that have applied for and been approved for a construction Specified Skills acceptance plan with a JAC membership card must submit a "document proving membership as the company which carry out the business of hiring specified skilled workers" via the foreign worker employment management system.
On the foreign worker employment management system,



  • A construction industry association that is a member of a foreign resident acceptance project implementation corporation or a member of the said corporation

  • Membership card or document proving membership


Please apply for a part change.
Once we have confirmed the changes, the procedure for cancelling your supporting membership will be complete.

What is the acceptance fee?

The system requires that accepting companies pay a monthly acceptance fee for each Specified Skilled Worker (i). However, this acceptance fee must not be borne by Specified Skilled Worker (i) either directly or indirectly.


This acceptance contribution will be used for joint projects that JAC implements as the implementing corporation for the program to accept specified skilled foreign workers, such as providing education and training and skills evaluation exam, supporting employment and job changes for those who pass the tests or are exempt from the tests, providing on-site guidance to accepting companies and Specified Skilled Worker (i) the company which carry out the business of hiring specified skilled workers, and operating a mother tongue consultation hotline.

Please tell me how to collect the hosting fee.

The method of collection of the acceptance charge borne by the receiving company will differ depending on the JAC membership category, and will be either a) or b) below.


A) In the case of a receiving company that is a member of a construction trade association that is a regular member of JAC
The method of collecting the host company's fees varies depending on the construction industry association to which you belong. In most cases, the construction industry association to which you belong will collect the host company's fees. In some cases, you will have to pay the host company's fees directly to JAC by bank transfer.


a) In the case of a receiving company that is a supporting member of JAC
When your enrollment is approved, you will be asked to submit a "Deposit Account Transfer Request Form/Automatic Payment Application Form." You will pay the acceptance fee directly to JAC via account transfer.

What does "remuneration equal to or greater than that of a Japanese worker with equivalent skills" mean?

Since Specified Skilled Worker (i) already have a certain level of experience or skills, just like those who have successfully completed Technical Intern Training (ii), it is necessary to treat them as people with the appropriate experience. For example, those who have passed The Specified Skills (i) Evaluation Exam for Construction Industry or the Skill Test Level 3 must be treated as people with more than three years of experience. For this reason, when determining the expected remuneration, it is necessary to set an appropriate expected remuneration amount that not only exceeds the remuneration level of Technical Intern Training (ii), but also compares it with the remuneration actually paid to Japanese skilled workers with the same experience as the foreigner in question.

I received an email from CloudSign, what should I do?

If your application for membership as a supporting member is approved, you will receive an email from CloudSign with instructions on how to issue your membership card. Your company will need to complete a separate procedure (checking the membership card we send you) before the membership card issuance procedure can be completed.
