Explanation of "Employment for Skill Development Program" as well!! Notice of the 2026 Construction Sector Specified Skilled Worker System Briefing Session

We will resolve your questions and concerns such as "I want to know the overview of the Specified Skilled Worker system in the construction sector," "I don't understand the acceptance procedures," or "What is the latest information on development achievements?"

Japan has already entered a society of full-scale population decline, and an era has already arrived where the workplace cannot function without foreign talent. The 'Specified Skilled Worker System' in the construction sector, which began in 2019, has exceeded 50,000 people by the end of December 2025. Additionally, according to registration data from CCUS (Construction Career Up System), foreign professionals (such as Technical Intern Training and Specified Skills) account for about 37% of construction skilled workers in their 20s.

In this context, next fiscal year (FY2027), the "Technical Intern Training System" will be abolished and "Employment for Skill Development Program" will be implemented, marking a major turning point for the foreign human resource acceptance system. This system revision marks a shift toward developing foreign talent not for short-term personnel acquisition but as medium- to long-term talent for the construction industry. As business owners, I hope you will fully embrace these changes and prepare accordingly.

This year's system briefing session will include not only "Specified Skilled Worker System" but also "Employment for Skill Development Program," which is being operated in an integrated manner with the system.
The first half of Employment for Skill Development Program is explained by attorney Shohei Sugita, who is well-versed in foreign employment, while the second half is provided by the Japan International Human Resources Cooperation Organization (JITCO), a comprehensive support organization for accepting foreign talent.

In the first half of July~September, we will mainly focus on "Employment for Skill Development Program," "Overview of the Specified Skilled Worker System (Construction Sector)," and "Overview of JAC's Business (such as acceptance support services)," mainly targeting business leaders who make decisions about hiring foreign talent.

In the latter half of October~November, we will mainly focus on 'Employment for Skill Development Program,' 'Overview of the Specified Skilled Worker System (Construction Sector),' and 'Procedures for Accepting Specified Skilled Worker,' mainly for administrative staff responsible for acceptance procedures.

Shohei Sugita

Attorney-at-law (Tokyo Bar Association), registered attorney with the Immigration Bureau, certified social insurance and labor consultant, and certified administrative scrivener. Previously served as a specially appointed lecturer at Keio University Graduate School of Law, a specially appointed lecturer at the Center for Japanese Law Research and Education (Vietnam) of Nagoya University Graduate School of Law, a visiting researcher at Hanoi Law University, Anderson Mori & Tomotsune Law Office, and an international cooperation specialist at the Japan International Cooperation Agency (JICA) (laws and regulations concerning foreign employment/labor relations and immigration control). Currently, he is a representative partner attorney at Global HR Strategy Law Firm, a representative partner at the Institute for Comprehensive Research on Foreign Employment (a social insurance and labor consultant firm), and a researcher at the Global Law Institute of Keio University Graduate School of Law.

We handle legal matters related to the acceptance, introduction, dispatch, support, and management of foreign personnel for corporate groups of over 100 companies.

He has conducted hundreds of seminars on employing foreign nationals and has appeared on television programs on NHK and TBS.

I am Sanno, Director of Public Relations at JAC, and I will be presenting at the briefing.

Needless to say, the construction industry is an industry that depends on people. As the construction workforce ages, I personally feel strongly about the struggles faced by those in the industry who are facing the major challenge of securing and developing the human resources that will lead the industry into the future.

The Specified Skilled Worker system is one option to overcome this challenge together towards a sustainable construction industry. However, it is essential not only to "know" about the system, but also to "make use of it" in the field.

At this briefing, I will utilize my many years of experience in construction industry administration to explain the current situation and the purpose of our efforts, as well as to help resolve any specific questions or issues that those on the ground may have.

In 1991, he joined the Construction Industry Division of the Ministry of Construction. He has served as the Construction Industry Division of the Kyushu Regional Development Bureau and the Regional Development Bureau, and the Assistant Director of the Construction Industry Division of the Ministry of Land, Infrastructure, Transport and Tourism, a planning specialist, and the director of the Construction Industry Fair Trade Promotion Guidance Office. After more than 13 years of experience in construction industry administration, he was appointed as the head of the Public Relations Department of Japan Association for Construction Human Resources from July 2025.
