01. New Certification Conditions
About the new Specified Skilled Worker Acceptance Plan in the construction field certification


(1) Having a construction business license (license under Article 3, Paragraph 1 of the Construction Business Law)
(2) Your business registration must be completed in Construction Career Up System (if you are currently applying for registration, you cannot apply).

(3) Belong to Japan Association for Construction Human Resources or a construction trade association that constitutes the said corporation, and comply with the code of conduct. (Applications cannot be made if the application for membership is in progress.)

(4) You have not received supervision under the Construction Business Act in the 5 years prior to the application.
In addition, the applicant must not have received supervision under the Construction Business Act after the date of application (certification date).
(5) Specified Skilled Worker Recruiting full-time employees in the same position as Hello Work (recruiting human resources at Hello Work)
(6) The number of construction Specified Skilled Worker must not exceed the number of full-time employees.

(7) The treatment of Specified Skilled Worker shall be equal to or greater than that of a full-time employee (so-called full-time employee) with indefinite employment.
(8) After accepting a Specified Skilled Worker, perform Safety and Health Education such as special education based on the Occupational Safety and Health Act.
(9) After accepting a Specified Skilled Worker, the applicant shall strive to improve his or her skills with an eye on the five-year period of stay.

(1) The foreigner who becomes Specified Skills must have completed Construction Career Up System skilled worker registration (cannot apply during the registration application)
(2) The work content of the Specified Skilled Worker is in the construction industry.
If a foreign national who is to become Specified Skills is "living overseas" or "currently working for another company and has not yet obtained an ID," he or she must apply for skilled worker registration after starting work at the application company, and once a skilled worker ID is issued, he or she must promptly register the skilled worker ID in the employment management system.

(3) The correspondence between the Specified Skilled Worker business category and the exams and Technical Intern Training completed must be appropriate.

(4) To pay a stable amount of remuneration equal to or greater than that of a person with Japan of the same skills engaged in the Specified Skilled Worker *
*Stable payment means "a monthly salary system" and "payment method is transfer to a savings account."

(5) For Specified Skilled Worker, a salary increase shall be made according to the mastery of the skill.
*Even if Japan person does not receive a raise, the Specified Skilled Worker must receive a raise.

(6) The important matters are explained to foreign residents in advance in a manner that satisfies the requirements for certification by the Ministry of Land, Infrastructure, Transport and Tourism.
It is also necessary to write the document in a language that the other party can fully understand (such as their native language).

(7) An employment contract for Specified Skills is concluded with a foreign national under the conditions that satisfy the important matters advance explanation and the conditions certified by the Ministry of Land, Infrastructure, Transport and Tourism.
