13. Document No. 12: Explanation that the remuneration is equal to or greater than that of Japanese with equivalent skills

Not only in the construction industry, but in all fields, the remuneration for specified skilled workers is required to be "equal to or greater than the remuneration that a Japanese person would receive in the same position," and they must not be treated disadvantageously because they are foreigners.
Compared to other fields, the construction industry has a higher number of trainees who disappear during their technical training, and one of the main reasons for this is said to be dissatisfaction with the amount of remuneration. Therefore, an even higher standard is being demanded, with the requirement that "stable payment of remuneration equal to or greater than that of Japanese workers with equivalent skills."
In addition, by hiring foreign workers at unfairly low wages, the number of contractors accepting construction work at unfairly low prices may increase, which may lead to unfair competition through dumping. Therefore, by not unfairly lowering the wage levels of foreign workers, the government also intends to prevent a decline in the wage levels of the entire construction industry.

It is possible to set wage disparities based on years of experience, but wage discrimination based on Japanese language ability is not permitted.
Minimum wage levels are not accepted.

In order to prevent concentration in metropolitan areas or other specific regions, comparison with national wage levels must also be taken into consideration.

*In addition, the screening will also be conducted from the perspective of comparison with technical intern trainees and foreign construction workers who have been accepted by the same company.

[Calculation of monthly wage] <If the Japanese person being compared is on an hourly wage basis> Hourly wage x number of hours worked per year ÷ 12 = monthly wage
[Calculation of monthly wage] <When the Japanese being compared are on a daily wage basis> Daily wage x number of scheduled working days per year ÷ 12 = monthly wage
[Monthly salary calculation] Apply the actual figures to the formula and enter the result in the "Basic salary (monthly salary)" column for Japanese people.

Decimals will be rounded down.

[Note] Please confirm whether the work category of the foreigner is the same as "⑨ Work Category" in the Foreigner List.
[Note] We will check whether the job type and work that the foreign worker is planning to do are the same as the work content in the "Important Matters Advance Explanation Document"

[Note] If there is a difference in remuneration between you and the Japanese person you are comparing with, please provide a specific rationale for the difference.

Reasons for the difference: differences in years of experience, qualifications held, number of tasks involved, etc.
