Simply put, a registered support organization is an organization that is commissioned by the accepting organization (the company accepting specified skilled workers) to support the activities of Specified Skilled Worker (i).
This time, we will explain the costs involved in entrusting (requesting) a registration support organization.
We will also explain the requirements for receiving companies to provide support in-house, so please use this as a reference.
Learn about the possibility of outsourcing (requesting) to a registered support organization
In order to accept specified skilled workers, the accepting company is obligated to create and implement a support plan to enable the foreign national to work smoothly in Japan, and to provide support in the workplace and in daily life.
You can request support from a "registered support organization" in creating the support plan and implementing the support.
What can be entrusted to a registered support organization?
To explain in more detail what can be entrusted to registered support organizations, the following items are included:
- Pre-guidance
- Immigration and immigration support
- Support for securing housing and assistance with contracts necessary for daily life
- Lifestyle orientation
- Accompanying to official procedures, etc.
- Supporting the provision of Japanese language learning opportunities
- Consultation and complaint handling

What are the benefits of entrusting a registration support organization?
There is a great advantage to entrusting support to a registered support organization in that it can significantly reduce the burden on the receiving company.
Furthermore, registered support organizations become "third parties" for the accepting companies and specified skilled workers.
By having a third party involved, it becomes easier for both the accepting company and specified skilled workers to consult with each other and to obtain objective opinions.
Here is an estimate of the fees to be paid to the registration support organization.
The cost incurred when outsourcing services to a registered support organization is called the "support outsourcing fee."
It is stipulated that the costs of support that the accepting company must provide must be borne by the accepting company.
The costs of providing support cannot be borne by specified skilled workers himself/herself.
Fees for support outsourcing vary depending on the registered support organization, with some setting fees on a monthly basis or for each support item.
In addition to the fixed fee, you may also be required to pay an additional initial fee.
It depends on the field, but if a monthly fee is set, the support commission fee is approximately 20,000 to 30,000 yen (per person per month), but there is no upper limit under immigration law to the fee that can be collected from the accepting company.
However, it is stipulated that the amount and breakdown of the fee must be clearly stated when concluding the contract.
In addition, if support commission fees are set by support item, the guidelines are as follows:
- Pre-entry guidance: 20,000-60,000 yen (1 session)
- Lifestyle orientation: 30,000-80,000 yen (1 time)
- Regular consultation: 1,000 to 15,000 yen (1 session)
- Support requiring accompaniment: 5,000 to 10,000 yen (per hour)
The higher the support commission fee, the better it is.
Be sure to thoroughly check and consider the content of the support.
By the way, in the case of technical training, the training implementer (company) is supervised by a supervisory organization (union, etc.), so it is necessary for the company to join the supervisory organization.
In addition to the membership fee and capital contribution, you will also need to pay a monthly management fee.
The average supervision fee is said to be about 40,000 yen per month per technical intern trainee, but in some cases the amount per person will be lower if there are more trainees.
As with the support commission fees for specified skilled workers, there is no upper limit on the supervision fees for technical intern trainees.
Accepting specified skilled workers incurs costs other than the support commission fee
When accepting specified skilled workers, various expenses will be incurred in addition to the support commission fee.
The typical costs are summarized in the table below.

In addition, housing subsidies may also be required.
This fee does not apply if specified skilled workers himself/herself signs the contract, but if the accepting company provides a rented property, the deposit, key money, and guarantee fee must be paid.
When inviting people overseas (inviting people outside of Japan to work at your company), there are additional procedures and costs required depending on the laws and regulations of the local country.
There are also ways to provide support in-house without outsourcing to a registered support organization!
When accepting specified skilled workers, if the accepting company is able to provide support in-house, it does not need to use a registered support organization.
If you meet the following requirements, you can submit an application to the Immigration Bureau, and if your application is approved, you will be able to provide support in-house.
- Appoint a support manager and support staff from among the executives or employees
- A system must be in place to provide support in a language that foreigners can understand.
- Prepare documents regarding the status of support and keep them for at least one year after the end of the employment contract.
- The person in charge and the person in charge are not in a position to supervise Specified Skilled Worker (i) and do not fall under any of the certain disqualification reasons.
- The accepting company has not neglected to provide support based on Support Plan for Specified Skilled Worker (i) within the five years prior to the conclusion of the employment contract or after the conclusion of the contract.
- A system must be in place that enables the person in charge or in charge to hold regular interviews with foreign nationals and those in a position to supervise them.
